2009 Law Enforcement Conference
The Attorney Generals Law Enforcement Conference was held this year at the Sawmill Creek resort in Huron Ohio September 24-25. This program is usually held in Columbus, was attended by 500 officers, prosecutors and law enforcement and criminal justice personnel.
Among the featured speakers were Attorney General Richard Cordray, David W. Ogden, Deputy Attorney General ,U.S. Department of Justice, David Harlow, Chief, Sexual Offender Investigations, U.S. Marshals Service and Michael J. Heimbach, Assistant Director for Counterterrorism, Federal Bureau of Investigation.
The schedule of workshops for the two day conference consisted of topics such as Narcotics, Crime Scene, Intelligence, Administrative, Triad and Gangs. The 2009 Ohio Law Enforcement Awards Program was held at the luncheon as part of the conference.
Among the officers honored was Youngstown Police Officer Richard Baldwin who was presented the Distinguished Law Enforcement Service Award.
Officer Baldwin is a 21 year veteran of the Youngstown Police Department and has received numerous awards and commendations throughout his career for his job performance in protecting and serving his community including national recognition in Washington D.S. for a Top Cop Honorable Mention Award from the National Association of Police Organizations.
Officer Baldwin served for four and a half years in the U.S. Marine Corps and for 27 years in the U.S. National Guard, completing tours of duty in the Middle East for Operations Desert Shield and Desert Storm and in Washington D.C, for Operation Noble Eagle.
Officer Baldwin was nominated for this award because of his well-rounded experience on the streets and his courageous actions that have saved many lives and earned him the respect of his peers.
The memory of five officers who gave their lives in the line of duty in 2008 were honored.
